One of the things I usually do when walking around town is practice motion blur by using a slower shutter speed while panning. I’ve seen the term “Shutter Drag” or “Dragging the Shutter” (typically used with a flash) used with the same outcome as this shot. Great shot! Amazing how even hand held the subject is clear but the background is blurred. Nicely done.
